North and South Korea have agreed to hold security talks for the first time since a conservative South Korean government took office in February.
The talks are scheduled for Thursday in the demilitarized zone between the two states, which are still technically at war. Rice to meet North Korean FM at six-party talks ... to save the disarmament deal. Hill's visit comes just days after the North threatened to restart plutonium reprocessing, because of what it calls Washington's failure to remove it from a terrorism blacklist.
