Mercury hat-trick for Monkey man ... that there has been no change or even a marked deterioration in several of the areas where the Quartet has aimed for improvement. These include boosting freedom of movement for Palestinians and stopping the expansion of Israeli settlements in the Palestinian Territories. The report comes ahead of a Quartet meeting in New York on Friday. The Quartet, comprising the European Union, Russia, the United Nations and the United States, was established in 2002 to mediate the peace process between Israel and the Palestinians.
