British PM meets Israeli - Palestinian leaders ... winning project by Czech-born British architect Jan Kaplicky, dubbed "octopus" due to its shape, did not meet one competition condition.According to the competition rules, the national conservation stock was to be placed above ground.The NK managers say they were not able to imagine safe storage of books underground and that Kaplicky offered a revolutionary solution.Another complaint was filed last autumn already by HSH architects studio that came third in the competition.The competition result was announced one and a half years ago already, but the construction has not yet been started due to the disputes over the design, plot and money for the library.Pavel Hazuka, who has replaced Jezek as NK director, also likes the originally mentioned plot at Prague-Letna as well as Kaplicky's design.The National Library badly needs a new building because it is running out of capacity and the conditions for keeping books in the historical building of Klementinum in Prague's centre are not suitable.
