Video appeal by missing Pakistani envoy broadcast on TV ... their deployment is likely to need parliamentary approval. Germany has 3,500 troops in Afghanistan, the maximum allowed by a parliamentary mandate, which expires in October. Berlin wants to raise that threshold by an extra 1000 troops.
