governors want new climate policy -- Czech deputy PM ... the power struggle expanded from the national council to the deputy group, which makes the Greens unpredictable for both the coalition partners and the public. Bursik hinted at the recent dispute with Zubova and another Green deputy, Vera Jakubkova, who criticised the deputy group's functioning and threatened with leaving it. In reaction to it, Katerina Jacques resigned as the deputy group head to calm down the situation. The Greens, the smallest parliamentary party with only six deputies in the 200-seat lower house, joined the centre right cabinet with the senior ruling Civic Democrats (ODS) and the Christian Democrats (KDU-CSL) after the general election in June 2006. The SZ fills four ministerial posts, including that of foreign minister. Bursik today said the extraordinary congress and changes to the party statutes were to restore a democratic discussion in the party and clarify the powers of its bodies. Zubova, however, said it was Bursik who behaved in an undemocratic way by convoking a congress though the regional party officials rejected it. Zubova added that Bursik was trying to polarise the party unnecessarily. Bursik's opponents might attempt to block the congress, for instance by persuading the delegates not to take part in it. If a half of the delegates were absent, the congress would not have a quorum. According to Bursik, the congress should define the party's position in the political spectrum. However, the SZ's regional representatives refuse to stage a congress ahead of the October regional and Senate elections, arguing that it would weaken the party's election results. Bursik, on his part, proposes that the congress launch "a hot phase" of the election campaign and present the election topics. SZ first deputy head Dana Kuchtova disagrees with Bursik's proposal. She told reporters she considers the idea unfortunate. Asked about her plan to run for a new SZ leader against Bursik at the congress, she said she must yet consider it thoroughly. "I do not want to play in this puppet theatre," Kuchtova said.
