The Baltic states of Latvia and Lithuania have ratified the European Union's new reform proposals.
The accord would give the bloc a long-term president, a more powerful foreign policy chief, more democratic decision-making and more say for European and national parliaments. All of the 27 EU member states have to approve the Treaty of Lisbon for it to take effect. 14 countries still need to ratify the reforms before a 2009 deadline. Ireland is the only EU state holding a referendum on the issue.
